Minutes of the Joint Meeting of the Party and Government (SDU Phys Optics Minutes [2023] No. 2)
Undergraduate Teaching Work
On March 16th, Shenzhen University held the 2022 undergraduate enrollment promotion work summary and commendation as well as the 2023 undergraduate enrollment promotion work mobilization meeting. Secretary Lin Bing received the award on behalf of the college. Deputy Dean Wang Nan and Teacher Li Xiaoyu were invited to share their experiences at the commendation ceremony, where President Mao Jun personally presented the awards.
On March 17th, the collection of materials for the review of undergraduate teaching awards for the 2021-2022 academic year, and the preparation of meetings, was completed.
On March 18th, the work of the makeup and deferred examinations for the first semester of the 2022-2023 academic year was completed, and teachers were reminded to complete the entry of grades into the system within the specified time.
Graduate Work
The Graduate School entrusted the Ministry of Education's Degree Center's thesis review platform to evaluate all master's degree theses awarded in 2022 by our university. Six theses from our college were randomly selected for review, including 2 in physics, 2 in optoelectronic engineering, and 2 in specialized optoelectronic engineering. The results of the review were all good.
The university's Graduate School organized a meeting for the 2023 master's graduate admissions interviews, clarifying the document requirements and work plans for this year's admissions interviews.
This week, the statistics for March's participation in off-campus industry lectures by professional degree graduate students in the 2021 and 2022 classes were completed, and the attendance certificates were reviewed and registered.
According to school policy, our college's overseas doctoral students have been returning to campus one after another. This week, a total of 2 international students successfully re-entered the campus.
Postdoctoral Work
On March 14th, in accordance with the requirements, the evaluation of high-level talents for March 2023 was carried out. One postdoctoral fellow from our college participated in the evaluation as a Class C talent, and the result was qualified.
On March 15th, according to the school's requirements, applications for the "Lixin Incentive Plan" for postdoctoral fellows who started in March were submitted. Three newly hired postdoctoral fellows applied for the Lixin Incentive Plan this month.
Routine matters for postdoctoral fellows: This week, a total of 5 applications for postdoctoral fellows to leave the campus were approved; 5 applications for postdoctoral fellows to leave the campus were processed, and 3 applications for extension were made; more than 20 applications for opening, mid-term, and final defense assessments were reviewed.
Scientific Research
On March 12th, the School of Science and Technology publicized 10 proposals for the 2024 National Natural Science Foundation Regional Innovation Development Joint Fund (Guangdong) recommended by our university. Proposals from 3 professors in our college were recommended by the university.
On March 16th, to smoothly advance strategic cooperation, and strengthen communication and coordination, Zhou Dingwen, a consultant to the China Nuclear Power Research and Design Institute, visited our university and held a research symposium on "China Nuclear Power Research and Design Institute-Shenzhen University".
In accordance with the notification from the Guangdong Provincial Department of Education regarding the investigation of the cultivation of peak/advantageous disciplines, the construction of the peak discipline of optoelectronic engineering was reviewed, and the relevant review documents were submitted to the university's Development Planning Department on March 17th.
Management of Laboratories and Equipment
According to the school's work requirements, in the 2022 comprehensive inventory of all instruments and equipment across the school, the inventory rate of the institute reached 99.38%, due to the large volume (16856 pieces). This outstanding completion of the inventory work resulted in the institute receiving commendation from the school.
On March 16th, following a notification from the Nanshan District Ecology and Environment Bureau in Shenzhen, a training meeting for environmental protection directors organized by the Nanshan Management Bureau was attended by laboratory-related teachers. According to the registration and filing requirements of the Nanshan Branch of the Shenzhen Public Security Bureau's Anti-Drug Brigade, the compilation and submission of the registration files for precursor chemicals were completed and submitted to the Laboratory and State-owned Assets Management Department.
From March 15th to 17th, based on the letter seeking opinions from the Laboratory and State-owned Assets Management Department of the university regarding the "Regulations on the Management of State-owned Assets of Shenzhen University" (draft), relevant opinions were sought within the institute and feedback was provided in a letter dated March 17th.
In accordance with relevant notices from the Shenzhen Municipal Science and Technology Innovation Commission and the Shenzhen Customs, procedures were carried out for the sharing of procedures for imported equipment exceeding 500,000 RMB during the college's customs supervision period, including reissuing shared procedures and submitting shared usage ledgers (including information on shared service time, service type, service content, service recipients, etc., to external users). A total of 25 sets of imported equipment exceeding 500,000 RMB, with a total asset value of approximately 29.53 million RMB, have been reported to Shenzhen Customs since 2020.
In preparation for the upcoming audit and rectification report, a self-examination of large-scale instruments and equipment exceeding 500,000 RMB conducted within the institute, which includes the standard completion of management documents such as the status of connection to the Shenzhen Municipal Science and Technology Commission's shared platform and the university's large-scale instrument shared platform, as well as the filling of usage records. Currently, there are 163 sets of large-scale research equipment in the institute's inventory, with a total asset value of approximately 180 million RMB. During this academic year, 5 newly connected devices have been processed, with a total asset value of approximately 5.884 million RMB.
Student Affairs
On March 10th, the institute organized the student party branch to conduct social volunteering activities near the Happy Coast in Shenzhen Overseas Chinese Town. The second party branch secretary of the graduate students and a total of 8 party members participated in this volunteer activity.
On March 13th, to fully promote the work of "stable employment" and "guaranteed employment," a campus lecture by "Pengxin Wei" enterprise was held at the Zhiyuan Building 1101, aimed at further establishing a platform for mutual selection between university graduates and employers to promote the effective employment of graduates and facilitate precise employment. Assistant Secretary Lin Jilin organized counselors to plan a specialized recruitment fair for the 2023 graduates (bachelor’s, master’s, and doctoral) of the Department of Physics and Optoelectronic Engineering, scheduled to be held on March 31st.
On March 17th, the Student Affairs Department, Student Community Management Group, and Student Building Council held a founding meeting at the No. 3 Lecture Hall of the Huixing Building.
On the afternoon of March 15th, the institute's doctoral party branch and the graduate student union continued to organize and launch the "Run, Optics and Photonics" and environmental running activity. Targeting all students of the institute, encouragement was given for all student cadres to actively participate. The theme "There are limits to circular running, but the pursuit of dreams knows no bounds" was carried out on the evening of March 17th from 19:00 to 21:00.
On the afternoon of March 16th, the Student Affairs Department of the Communist Party Committee and the Logistics Support Department of the Communist Party jointly organized with the Foreign Language Department, Urban Planning Department, Department of Physics and Optoelectronic Engineering, Faculty of Arts, and Student Community Building Council to hold the "Heart Clear Botanical Garden" – Green Plant Adoption Activity.
Party Building and Affairs
1. On the morning of March 14, a regular meeting of branch secretaries was held. The first topic was to study Xi Jinping delivered an important speech at the closing meeting of the first session of the 14th National Peoples Congress. At the meeting, the party secretary and party building organizer introduced the party building work and special inspection work in the new semester. Afterwards, Deputy Secretary Lin Jilin made a work arrangement of Keeping the bottom line and seeking development by emphasizing the transfer of relationships, prevention of fraud, use of funds and theoretical learning, party member development, and innovative activities. Finally, Secretary Lin Bing emphasized ten aspects of work: including strengthening political learning, paying attention to ideology and political stability, paying attention to network security, cautiously preventing fraud, strengthening public opinion management, strengthening activity innovation, doing a good job in party member development, paying attention to ideological and political education, paying attention to mental health, and paying attention to graduating classes and delayed students.
2.Material Submission:
(1) The college party committee and various party branches carry out special inspections on grassroots party building and submit relevant materials.
(2) Submit the "Statistics Form for Holding Grassroots Party Organization Activities and Conducting Democratic Evaluation of Party Members".
3.Participation in Relevant Meetings and Training:
(1) On March 17th, Lin Bing, the party secretary, attended the provincial education system's video conference on comprehensively strengthening party governance.
(2) From March 13th to 17th, middle-level deputy leaders participated in the normalization learning and training on the spirit of the 20th National Congress of the Party (Phase IV).
(3) From March 16th to 17th, relevant party branch secretaries participated in the first phase of the 2023 training for newly appointed grassroots party branch secretaries organized by the working committee.
(4) In the afternoon of March 17th, the secretary, members, and inspectors of the college discipline inspection commission participated in the study session on "Exploring the Path of Building a Clean and Honest Culture in the New Era from the Perspective of Education".
