Interim Regulations for the Evaluation of Undergraduate Scholarships at the College of Physics and Optoelectronic Engineering, Shenzhen University

Article 1 Establishment of These Regulations

(1) These regulations are formulated according to the "Implementation Regulations for National Scholarships for Undergraduates of Shenzhen University," the "Revised Measures for the Selection and Evaluation of Advanced Individuals and Scholarships for Undergraduates of Shenzhen University," the "Methods for the Selection of Advanced Class Collectives of Shenzhen University," the "Management Measures for Social Scholarships of Shenzhen University," and various agreements on the establishment of social scholarships, to formulate regulations for the evaluation of scholarships in our college.

(2) These regulations are formulated by the Student Union Committee of the College of Physics and Optoelectronic Engineering of Shenzhen University, and are widely consulted and discussed among students. They are approved by the Party Committee of the College and submitted to the Student Affairs Department of the university for record.

Article 2 Purpose of Evaluation

To encourage students to study hard, innovate actively, and develop comprehensively, and to better play the role of scholarships in motivation and guidance, effectively promoting the construction of the school's ethos and academic atmosphere.

Article 3 Evaluation Mechanism

The college establishes an evaluation committee, and each evaluation unit sets up an evaluation group, which is respectively responsible for the evaluation of scholarships in the college and the evaluation unit.

(1) The college evaluation committee is composed of the dean of the college, Liu Yong, the secretary of the college party committee, Lin Bing, the vice dean of the college, Wen Qiao, the deputy secretary of the college party committee, Long Xiaoli, representative of class teachers, counselors from each grade, and representatives of student organizations. Among them, Liu Yong and Lin Bing serve as the chairpersons, while Wen Qiao and Long Xiaoli serve as vice chairpersons.

(2) Grassroots evaluation groups are democratically elected by each major and grade, following the principle of three members per class. At the same time, a grade leader is selected to be responsible for presiding over and convening the work. Members of the grassroots evaluation groups must receive more than 50% of the votes (including 50%) to be elected.

(3) The evaluation committee is responsible for the final decision-making of the college's evaluation activities and the interpretation of the evaluation regulations; the grassroots evaluation groups are responsible for the organization and conduct of the evaluation activities of their respective evaluation units and exercise the evaluation power of their respective evaluation units. Class teachers are responsible for the supervision, verification, and review of the evaluation activities of their respective evaluation units.

Article 4 Composition of Scholarships

(1) National Scholarships

40 recipients, 8000 RMB per person

(2) Social Scholarships

  1. Tencent Founder Innovation Scholarship: 10 recipients, 15000 RMB per person.

  2. Pengcheng Scholarship: 71 recipients, 10000 RMB per person.

(3) School Scholarships

  1. Individual Advanced Personal Awards

(1) Academic Category: "Star of Learning," "Star of Innovation and Entrepreneurship"

(2) Special Talent Category: "Star of Arts and Sports"

(3) Public Service Category: "Star of Public Welfare," "Outstanding Student Cadre"

Scholarship Amount: First Class 3000 RMB per person; Second Class 2000 RMB per person; Third Class 1000 RMB per person.

Scholarship Award Ratios:

"Star of Learning" Award Ratios: First Class 1%, Second Class 3%, Third Class 6%.

"Outstanding Student Cadre" Award Ratios: First Class 0.5%, Second Class 1.5%, Third Class 2%.

No specific ratios for first and second class awards of "Star of Public Welfare," "Star of Arts and Sports," and first, second, and third class awards of "Star of Innovation and Entrepreneurship."

The third class award of "Star of Public Welfare," "Star of Arts and Sports" should not exceed 2% of the number of participants from the college.

(4) Special Contribution Awards

  1. Comprehensive Advanced Personal Awards

(1) "Star of Liyuan"

(2) "Nomination Award for Outstanding Liyuan Stars," "Outstanding Liyuan Star"

Scholarship Amount:

"Star of Liyuan" 20000 RMB per person,

Nomination Award for "Outstanding Liyuan Star" 30000 RMB per person,

"Outstanding Liyuan Star" 50000 RMB per person.

Number of Scholarship Awards:

One "Star of Liyuan" per grade and major (for grades without majors, the number is set according to the number of majors in the enrollment catalog),

Up to ten awards for "Outstanding Liyuan Stars,"

Ten awards for "Nomination Award for Outstanding Liyuan Stars."

Article V Principles of Evaluation Work

  1. School scholarships shall be awarded in accordance with the "Revised Regulations for the Selection and Evaluation of Outstanding Individuals and Scholarship Awards for Undergraduates of Shenzhen University." Honors can be accumulated, and scholarships will be awarded based on the highest one.

  2. National scholarships, school scholarships, and social scholarships for the current academic year shall be included in a unified scholarship evaluation system, with overall planning and synchronized selection. The scholarship selection process for graduating undergraduates in the year 2023 will also be synchronized.

  3. Students participating in the selection of outstanding individuals at the school level shall not be affected in participating in the selection of national scholarships or awards and bonuses set up by external units (except where the awarding unit has other requirements).

  4. National scholarships cannot be obtained concurrently with National Inspirational Scholarships.

  5. In principle, students who participate in student work in the capacity of part-time student assistants cannot participate in the selection of "Outstanding Student Cadres" scholarships.

  6. All applicants must truthfully report their academic and award-winning situations. Those who engage in fraudulence (such as falsifying transcripts, forging award certificates, or providing false information about award levels) will have all their qualifications for various scholarships cancelled for the current year, and they will be dealt with seriously according to the relevant school regulations.

Article VI Eligibility for Participation

  1. Full-time undergraduate students who are at least in their second year of study (inclusive) and have studied at the school throughout the academic year in which they are applying.

  2. Adherence to the "Code of Conduct for College Students," compliance with school rules and regulations, no records of breaking laws or regulations during the current academic year and the evaluation period, and no disciplinary actions of warning or above (including warnings) imposed by the school, college, or administrative authorities.

  3. All courses taken during the academic year for which the selection is being made must be passed (except for special contribution categories).

Article VII Methods and Procedures for Selection

I. Process of National Scholarship Evaluation

  1. From 9:00 am on September 13th to 9:00 am on September 18th, the online application function of the National Scholarship online application system will be opened. Students can log in to the online government service hall with their campus card account and password:http://ehall.szu.edu.cn/new/index.htmland submit the application form online.

  2. Before 9:00 am on September 25th, the college counselor will enter the system to complete the approval work and submit the approval opinions online.

  3. Before 5:00 pm on September 28th, the college will complete the preliminary evaluation and publicize the list of recommended candidates (the publicity period is 3 working days), and submit the following materials to the Student Assistance Center of the Student Affairs Department:

    1. Summary list of recommended candidates for the National Scholarship preliminary evaluation (hard copy: signed and stamped by the college leadership, submitted to Room 303 of the Student Activity Center; electronic version: official document sent by email to the Student Affairs Department)

    2. Electronic version of the proof materials for the recommended candidates for the National Scholarship (no need to submit the hard copy of the approval form).

  4. Before October 9th, the Student Affairs Department will review the materials submitted by the colleges for the students nominated for awards.

  5. Before October 13th, the university will complete the public announcement of the list of recommended winners of the National Scholarship for the whole university (the publicity period is 5 working days); after the public announcement, each college will collect the hard copy of the National Scholarship approval form for the nominated students and have it signed and stamped by the college leadership at Room 303 of the Student Activity Center.

  6. On October 17th, the Student Affairs Department will report the evaluation results to the university leadership and the higher supervisory department.

II. Procedure for the Selection of Social Scholarships

  1. From 9:00 am on September 19th to 5:00 pm on September 21st, the online application function of the Social Scholarship online application system will be opened. Students can log in to the online government service hall with their campus card account and password:http://ehall.szu.edu.cn/new/index.htmland submit the application form online, attaching proof materials such as award certificates, and submit them to their respective colleges.

(Note:

  1. Students applying for the "Tencent Founder Innovation Scholarship of Shenzhen University" must provide various types of award certificates above the school level, copies of journal covers, copyright pages, table of contents, and the first page of the paper, copies of the application materials list (electronic version), and other relevant proof materials; each college must summarize the electronic application forms and application materials lists and send them to the Student Assistance Center public mailboxzzzx@szu.edu.cn.

  2. Shenzhen University Tencent Founder Innovation Scholarship has a total of 10 spots, with each college (department) recommending up to 2 students to participate in the university's review committee, indicating the recommended order.)

  3. Before 5:00 pm on September 28th, each college will submit the application materials for the "Tencent Founder Innovation Scholarship of Shenzhen University" (above school level awards) to the Student Assistance Center (Room 303 of the Student Activity Center), and the center will summarize the application materials for review by the review committee.

  4. Before 5:00 pm on October 16th, the college will complete the preliminary evaluation and publicize the list of winners of the Pengcheng Scholarship. After the publicity, it will summarize the list of winners of the Pengcheng Scholarship preliminary evaluation (in the form of an official document, signed and stamped by the college leadership; and submit the electronic version via official email) to the Student Affairs Department (Room 303 of the Student Activity Center).

  5. After October 16th, the expert evaluation committee will be organized to conduct the university-level evaluation of social scholarships. After the meeting, the Student Affairs Department will summarize, review, and publicize the list of winners of the preliminary evaluation of social scholarships for the whole university. After no objections are raised during the public notice period, the Student Affairs Department will report the preliminary evaluation results to the awarding units and the school for approval.

  6. The time for the issuance of social scholarship certificates and awards shall be subject to the contact results of the Educational Development Foundation.

  1. School Scholarship Selection Procedure

(1) From 9:00 on September 22nd to 17:00 on September 28th, the online application system for campus-level scholarships will be open for applications. Students should log in to the online service hall (http://ehall.szu.edu.cn/new/index.html) using their campus card account and password, and submit their applications online.

(2) Before 9:00 on October 16th, counselors from each college and teachers from student organizations will enter the system to complete the approval process.

Note: Teachers from relevant departments responsible for guiding student organizations directly managed by the school's party and government departments are responsible for online assessments of the work performance of student cadres.

  1. Before 17:00 on September 25th, each student organization should complete the selection and public announcement of "Outstanding Student Cadres" (independent indicator) and submit the initial list of award-winning students (in the form of official documents, signed and stamped by the departmental leaders) to the Student Affairs Office Student Aid Center (Student Activity Center 303).

  2. Before 17:00 on September 27th, teachers from relevant departments should organize the initial evaluation of award-winning students for "Outstanding Student Cadres" (independent indicator) and have them fill out the application form online.

  3. Before 17:00 on September 28th, each college should submit the list of award-winning students for "Outstanding Student Cadres" (independent indicator) (in the form of official documents, signed and stamped by the departmental leaders) to the relevant colleges.

Please ensure that the initial list of award winners is submitted to each college within the specified time for colleges to consolidate, announce, and report the list of award-winning students.

(3) Before October 19th, colleges should announce the initial list of award-winning students (including the independent indicator "Outstanding Student Cadres") (a 3-working-day public announcement period).

(4) Before November 7th, the Student Affairs Office will review, consolidate, and publicly announce the list of nominees for various scholarships (a 5-working-day public announcement period).

(5) If there are no objections during the public announcement period, the Student Affairs Office will submit the selection results for school approval.

Additional Instructions:

(1) Students applying for the third-class "Star of Public Welfare" award should provide screenshots of their volunteer work as supporting materials. After the college's approval, they should request a stamped version of the paper certificate from the Volunteer Union.

(2) Students applying for the first and second-class "Star of Public Welfare" awards should print the volunteer service certificate annually.

(3) Students applying for the "Star of Innovation and Entrepreneurship" award should note that if the thesis is co-authored, they should apply for the "Star of Innovation and Entrepreneurship" (Team).

(4) Students participating in the "Star of Innovation and Entrepreneurship" evaluation with academic papers do not need to upload the library's inclusion certificate. Each college will consolidate the information (see attached form) and the library will review the inclusion status.

(5) Awards without set proportions or quotas ("Star of Public Welfare", "Star of Arts and Sports" first and second-class awards, and "Star of Innovation and Entrepreneurship" first, second, and third-class awards) will be rigorously assessed and selected by each college according to the evaluation criteria. The assigned level must be correctly verified, otherwise the award qualification will be canceled.

(6) The selection time for "Liyuan Star" and "Liyuan Excellence Star" will be notified separately.

  1. Advanced Class Collective Selection Procedure

(1) From 9:00 on September 22nd to 17:00 on September 28th, student class collectives should fill out the application form for advanced class collectives online and attach relevant supporting documents.

(2) Before October 12th, the college should complete the approval and initial evaluation, and publicly announce the initial results of advanced class collective evaluation (a 3-working-day public announcement period).

(3) Before 17:00 on October 16th, the college should consolidate the initial list of award-winning class collectives (in the form of official documents, signed and stamped by college leaders; and submit the electronic version through official email) to the Student Affairs Office Student Aid Center (Student Activity Center 303).

(4) Before October 23rd, the Student Affairs Office will review, consolidate, and publicly announce the initial list of award-winning class collectives for the entire school (a 5-working-day public announcement period).

(5) If there are no objections during the public announcement period, the Student Affairs Office will submit the selection results for school approval.

Article 8 Detailed Rules for the Selection of Scholarships

(I) Individual Outstanding Achievement - "Star of Learning"

  1. Eligibility Criteria

(1) In accordance with the provisions of Article 6.

  1. Selection Methods

(1) Adopt a declaration system, with voluntary self-declaration as the basis for participation. Those who do not declare will not be considered;

(2) Students eligible for the "Star of Learning" awards (first, second, and third class) shall apply online according to the requirements and submit timely reports to the college award evaluation group. The college award evaluation group will conduct reviews and evaluations;

(3) Based on the average credit point of all courses in the academic year, the college award evaluation group will prioritize students eligible for the first-class award based on the principle of higher average credit points within the college. For the second and third-class awards, priority will be given to those with higher average credit points within the same major. The top students will be selected according to the quota for the year, combined with the selection criteria, to determine the recipients of the "Star of Learning" scholarships for that academic year;

(4) In case of equal credit points for the academic year, the student with more credits earned during that year will be selected;

(5) The list of candidates for this award will be publicized within the college;

(6) The college award evaluation group will submit a list of candidates without objections to the college;

(7) The college will conduct a re-examination of the submitted list of candidates, publicly announce it, and then report it to the university's student affairs department.

(II) Individual Outstanding Achievement - "Star of Innovation and Entrepreneurship", "Star of Culture and Sports", "Star of Public Service", "Special Contribution Award"

The "Star of Culture and Sports" is based on performance in cultural and sports competitions and activities, with the basic criteria being excellence in activities at the school level or above.

The "Star of Public Service" is based on actual achievements in volunteer service work, with the basic criteria being active participation in volunteer service work.

The specific selection criteria refer to the detailed rules for the selection of the "Star of Public Service", "Star of Culture and Sports", and "Star of Innovation and Entrepreneurship" in the attachment. The "Special Contribution Award" is directly assessed by the school according to actual situations, and students do not need to apply.

(III) Individual Outstanding Achievement - "Excellent Student Cadre"

  1. Scope of Candidacy

(1) This selection is limited to students who serve as cadres in student organizations within the college, including the College Student Union, College Student Party Branch, College Volunteer Association, College Student Council, or class committees;

  1. Eligibility Criteria

(1) Meet the conditions stipulated in Article 6;

(2) Students must have served in relevant positions for at least one semester during the academic year under consideration (those who leave office without valid reasons or are dismissed cannot participate);

(3) No record of failing grades during the academic year under consideration;

(4) The student must have organized various student activities as the main person in charge during the academic year, with remarkable achievements (those who have been formally commended by the college or higher-level units will be given priority);

(5) Positions held in other non-college-affiliated organizations are not eligible for consideration;

(6) Positions related to work-study programs are not eligible for consideration.

  1. Selection Method

For student organizations: Each student organization will recommend candidates according to the allocation of quotas. The list of candidates will be publicized within the organization for three days, and after no objections are raised, the list will be submitted to the Student Council.

For class cadres: Candidates for class cadres will submit applications. The college award evaluation group will conduct questionnaire surveys based on the applications of the candidates for class cadres, distribute the questionnaires to the classes where candidates are running for office, investigate the work situation of the candidates' classes, and distribute the questionnaires and corresponding results to the corresponding grade counselors for evaluation. The final selection committee will determine the list of winners based on the questionnaire survey results, counselor opinions, and relevant application materials of the candidates, in accordance with the allocation of quotas.

  1. The college award evaluation group will allocate awards according to the overall scores and quotas allocated within the college, and after announcing the results, report them to the student affairs office.

(IV) Comprehensive Individual Excellence Award

  1. Liyuan Star

Mainly to commend students who excel in professional studies, entrepreneurship and innovation, public service, etc. Students must have won at least one individual scholarship in the academic category and at least one individual scholarship in the public service category during the academic year under consideration, with at least one of the aforementioned scholarships being a first-class or above scholarship.

One quota per grade and major (or as per the number of majors listed in the admissions catalog for grades without specified majors). Scholarship amount: 20,000 yuan per person.

  1. Liyuan Outstanding Star

Must meet the following conditions:

(1) Meet the award criteria for Liyuan Star;

(2) Students must have achieved a GPA of 4.0 or above during the academic year under consideration or ranked first in their major within the same grade;

(3) They must have demonstrated outstanding performance in innovation, entrepreneurship, and public service, meeting the criteria for the "Star of Innovation and Entrepreneurship" or the first-class award in the public service category or special contribution awards;

(4) Other comprehensive outstanding performances.

The "Liyuan Outstanding Star" is the highest honor scholarship for undergraduate students established by the university. Each academic year, the university will not award more than 10 "Liyuan Outstanding Stars" and not more than 10 nominations for "Liyuan Outstanding Stars". Scholarship amount: 30,000 yuan per person for Liyuan Outstanding Star Nomination Award, 50,000 yuan per person for Liyuan Outstanding Star.

  1. Liyuan Outstanding Star Nomination Award

Students ranked from eleventh to twentieth in the comprehensive selection ranking for "Liyuan Outstanding Star" may be awarded the Liyuan Outstanding Star Nomination Award.

Translation: (V) Government Scholarships

  1. National Scholarship

  2. Selection Criteria: Students at the second grade or above (including second grade) in school.

Translation: 2. Evaluation Criteria:

(1) Love the socialist motherland and support the leadership of the Communist Party of China;

(2) Comply with the Constitution and laws, and abide by the rules and regulations of the university;

(3) Be honest and trustworthy, with excellent moral character;

(4) Achieve outstanding academic performance during the tenure at the university, with particularly notable abilities in innovation, social practice, and comprehensive qualities;

(5) Maintain excellent academic performance during the tenure at the university, with the previous academic year's grades ranking within the top 10% of the same grade and major, and without any failing grades in the courses under evaluation. For those whose academic performance does not rank within the top 10% but is within the top 30%, outstanding performance in areas such as moral integrity, academic research, academic competitions, innovative inventions, social practice, community service, sports competitions, cultural and artistic competitions, etc., is required. For specific details, please refer to the relevant provisions of the "Implementation Regulations of National Scholarships for Undergraduate Students of Shenzhen University".

  1. Selection Method:

(1) The selection adopts a declaration system, where voluntary application by the individual is the basis for evaluation; those who do not apply will not be considered for the award.

(2) Eligible students must apply online, carefully and truthfully filling out relevant information, and simultaneously submit supporting materials favorable for their evaluation to the college's award evaluation working group.

(3) The National Scholarship is organized for evaluation by the college's scholarship evaluation working group, using an open defense format. Each candidate has three minutes for presentation and two minutes for questioning. The evaluation working group will conduct an anonymous voting based on the on-site presentation and application materials, and the candidate with the most votes will be selected.

(4) After the college's award evaluation, the list of candidates will be publicly announced and submitted to the university's student affairs department for final review. The final list of awardees will be based on the school's public announcement.

  1. National Inspirational Scholarship

  2. Selection Criteria: Non-freshman full-time undergraduate students.

  3. Selection Standards: Students with excellent academic performance and financial difficulties.

  4. Selection Method: Conducted concurrently with the National Student Aid, separately organized and evaluated by the college. (6) Social Scholarships

Refer to the appendix "Social Scholarship Evaluation Method".

(7) Outstanding Class Collectives

The quota is divided by the Student Union Committee, which upholds the principles of fairness and justice, striving to ensure that the number of quotas for each class is proportionate. If the number of applications for outstanding class collectives is less than the allocated quota for the grade, the remaining award quotas will be given to the class with the highest number of votes outside the winning class at the selection site.

For detailed selection rules, please refer to the appendix "Selection Method for Advanced Class Collectives at Shenzhen University."

Article 9: Disciplinary Measures

Anyone found to have cheated or used improper means to influence the fairness of the selection process during the evaluation will have their candidacy for the current academic year revoked upon discovery and will be subject to appropriate disciplinary action based on their behavior.

Appendix: Additional Notes

(1) Please carefully refer to the content of Article 7 of this document for the application and submission deadlines for each award.

(2) School scholarships are awarded according to the "Selection and Scholarship Evaluation Method for Outstanding Individuals at Shenzhen University." Honors can be concurrently received, and scholarships will be awarded based on the highest one.

(3) In principle, national scholarships and social scholarships cannot be concurrently received.

(4) Students transferring majors/departments, if transferring across academic years, will participate in the selection in the major/department they transfer into; if not transferring across academic years, they will participate in the selection in their original major/department.

(5) Economically disadvantaged students can simultaneously apply for awards and financial aid. However, the total amount of awards and financial aid received in the same academic year should not exceed the limit specified by the school.

(6) Once discrepancies with the criteria are discovered after declaration to the college, the candidacy will be immediately canceled, and the quota will become void. Any falsification during the selection process (such as tampering with transcripts, forging award certificates, etc.) will result in the cancellation of the candidate's eligibility for awards and financial aid for that year and will be subject to serious investigation and penalties according to relevant school regulations.

(7) In case of special circumstances or where details are not fully elaborated, decisions will be made by the college's evaluation committee.

(8) This method is interpreted by the Student Representative Assembly Committee of the College of Physics and Optoelectronic Engineering at Shenzhen University.
